David Sterling, Permanent Secretary, Department of Enterprise, Trade and Investment
David Sterling joined the Northern Ireland Civil service in 1978 and spent the early part of his career in the Police Authority for Northern Ireland and the Northern Ireland Office. He was transferred to Central Finance Group in the Department of Finance and Personnel in early 2000 and served in Supply Division and Central Expenditure Division. In this latter role he was responsible for assisting the first Northern Ireland Executive with the coordination of public expenditure planning for the Northern Ireland departments.
He was promoted to deputy secretary in January 2003 and transferred to the Department for Regional Development. As Senior Finance Director he had responsibility for the Department's resources and management services. He also led the team that was given responsibility for the reform of water and sewerage services. David transferred to the Department of Enterprise, Trade and Investment in March 2008 where he led the Department's Policy Group. He was appointed as Permanent Secretary of the Department on 5 October 2009.
David will provide an assessment of the economic challenges facing the Northern Ireland economy. He will explain what the Northern Ireland Executive is planning to do to address these challenges through a new economic strategy. Specifically he will set out what needs to be done to rebuild the economy in the short term and rebalance it in the medium term to longer term. Throughout his talk he will describe the role that sales and marketing professionals can play in the delivery of the strategy.
